Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from different nations. Immense energy is devoted on containing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a capacity afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to counter approaching guided weapons roared overhead – sophisticated military planes provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly becomes sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a automatic firearm opened up on a drone in the vicinity, part of a rapid response unit – most likely imported technology. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and infrastructure problems in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on Western support – a reliance that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is convenient to criticize specific actors of persistently promoting Russian terms. But that does not seem to be the whole story. US administration works based on a principle familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.
The challenge is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its favour in the coming year.
Divergent Views
Therefore, Moscow is certain that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its advantage.
Existing Situation
Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their focus does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on previous concepts are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, mainly require continued Western support.
